Yemen’s Presidential Leadership Council Announces Military Operations to Restore State Authority
President of the Presidential Leadership Council, Dr. Rashad Mohammed Al-Alimi, announced on Sunday the commencement of military operations aimed at reclaiming territory held by Houthi militias and restoring the full authority of the Yemeni state.
In an address to the nation, Al-Alimi confirmed the transition from a period of preparation to active engagement, noting that all opportunities for de-escalation have been exhausted. He directed the armed forces, security services, and all military formations to execute their mandates according to established strategic plans to liberate the country from Houthi control. The President emphasized that this decision followed a period of restraint, during which the militias continued to mobilize, escalate hostilities, and threaten civilians, national infrastructure, regional neighbors, and international shipping lanes.
Al-Alimi clarified that these operations are not directed against the populations of specific governorates, nor are they a conflict against any sect or tribe. Rather, he characterized the offensive as a necessary battle for the state to protect its citizens and reclaim its institutions. He urged civilians in Houthi-controlled areas to avoid military sites and supply routes, while reiterating the state’s commitment to an amnesty for those who lay down their arms and cease fighting for the militias.
The President ordered military and security forces to strictly adhere to the rule of law and prioritize the protection of civilians and private property. He stressed that the objective extends beyond territorial control to the reactivation of state institutions and the restoration of essential services. In parallel, the government has been tasked with launching an immediate recovery program for liberated areas, which includes the payment of overdue public sector salaries, the rehabilitation of critical infrastructure such as water and power grids, and the facilitation of the safe return of displaced persons.
Concluding his address, Al-Alimi expressed gratitude to the Kingdom of Saudi Arabia for its ongoing support of Yemen’s national institutions. He called upon the international community to stand with the Yemeni government in its efforts to restore stability and sovereignty. The President affirmed that all military, security, and civil institutions remain on high alert until the objective of re-establishing state authority and the rule of law is fully achieved.
